Origins
His name is a combination of "blowgun," the weapon he is holding, and "Imp," the type of zombie he is.
The leaves and flower on his head are a form of camouflage, a tactic commonly used by many organisms to conceal themselves.
His
Deadly trait may be a reference to how some cultures dip the tip of darts in arrow poisons, while his strikethrough trait references the fact that toxic darts are also sharp enough to penetrate targets.
The "Inhale Gun Imp", while never appearing in the game, is a funny reference to how the Inhalegun Imp was not successful, as he most likely poisoned himself with his darts instead.

Strategies
With
Blowgun Imp has poor stats for its cost, making him an weak and easily countered fighter in combat, even though having both
Deadly and
Strikethrough can make him a handy play sometimes, as he can destroy any plant he hurts and hit the plant hero as well, but these traits rarely come into play, as the opponent can remove him easily with many removals, and 3 strength is very minimal damage for a 5-cost card, which can be spent on better cards like Surprise Gargantuar, Mixed-Up Gravedigger, and Cryo-Yeti. Also, his core ability, while it sounds useful on paper, is in reality very underwhelming, as this ability was restricted to Evolution. This means, unlike Pogo Bouncer/Backyard Bounce, he cannot be used to surprise your opponent in the Tricks phase without the use of Teleport/Teleportation Zombie, which in turn is exclusive to Super Brainz/Huge-Gigantacus and can be used for a better combo. It also makes his ability difficult or impossible to reuse; the only ways are Firefighter/Secret Agent (as Brain Freeze), both of which are outright unsustainable, whereas Pogo Bouncer can work seamlessly with Mixed-Up Gravedigger.
Because of his Imp tribe, you can use this with Imp Commander to draw extra cards. Since he is also in the dancing tribe, you can use him with Flamenco Zombie, Aerobics Instructor, and Headhunter, but that's only usable on Impfinity, and while he has all said synergy, his unreasonably high cost doesn't quite match his relatively low stats or traits, so he ends up being a liability even if you try to attune your deck to him, and there are many better cards you can spend on a better combo.
As he is essentially a 3
/4
zombie inside Laser Base Alpha, you can save said environment somewhere else. Toxic Waste Imp's ability will be useless as well since Blowgun Imp already has
Deadly.
Against
This card has low stats, so something simple like Berry Blast, Sizzle or Whack-a-Zombie can take him out. The real danger lies in his traits, which make him nigh impossible to stall with plants if you happen to lack anything that could take him out. Try to dispose of him quickly, or he will wreak havoc on your defenses. Fortunately, he is quite expensive, so your opponent probably won't have much to back him up. Since he's usually played before your plants, you only have to worry about an existing plant being bounced first but only with Evolution, which rarely comes into action, and he can't do anything to what you play this turn. But do not bounce him, as the
Sneaky class has plenty of cheap zombies, and he will be able to reactivate his ability easily.
