Strategies
With
Since Cell Phone Zombie's horrible statistics are extremely unlikely to trade with anything, the card advantage he gives you doesn't matter at all. Cycling for 2 is not an efficient way to search for a card like Trickster, either, so you are better off running a good card that could serve as a backup plan instead.
Don't think the cycle makes this good fodder for cards like Jurassic Fossilhead or Final Mission. Even without them costing an additional card, increasing the price of their effects by 2 is more than enough to make it a bad combo. Similarly, it is a very inefficient way to swarm for Bad Moon Rising decks.
Overall, it is recommended to never run Cell Phone Zombie, not even on a budget, as he is usually worse than every single Common card in the game.
Against
You might actually want to leave him on the field, since he charges your Super-Block Meter, though be wary of Quarterly Bonus. Don't be too worried about cards like Final Mission and Jurassic Fossilhead; using the former with Cell Phone Zombie is a worse Cakesplosion and the latter is a very mediocre 4 cost 4/5 with 
Untrickable.
