Origins
Vengeful Cyborg is based off the fictional cyborg Steve Austin from the 1970s television series The Six Million Dollar Man. The series follows Steve Austin as a secret agent for the U.S. government after being enhanced by cybernetic implants following a fatal accident.
His red eye and trait are a reference to the Terminator, the main protagonist in the majority of the franchise of the same name. His trait is a reference to the Terminator's persistence to complete its mission.
His description links him with that of the Cyborg Zombie, whose own description, "He'll be back", parodies the T-800's quote and the fact Cyborg Zombie produces a copy of a Vengeful Cyborg when destroyed, losing his toupee in the process.

Strategies
With
Vengeful Cyborg only has average stats and no abilities, with his Hunt trait not helping him by much, as the Beastly class has vastly superior options. Furthermore, similar to Haunting Ghost, there is no point in using Vengeful Cyborg over Cyborg Zombie, as Cyborg Zombie adds one Vengeful Cyborg to the Zombie Hero's hand when destroyed, compressing two threats into one card with greater versatility.
Vengeful Cyborg doesn't mesh well with any
Beastly hero, but Immorticia can make good use of his science tribe; Gadget Scientist allows him to do a bonus attack, and most likely destroy any plant in front of him, Zombot Drone Engineer allows Vengeful Cyborg to get stronger every time it attacks. While Science synergy also works with Interdimensional Zombie's ability to transform into a 3-cost Zombie, the aforementioned Cyborg Zombie does it better due to having a much lower cost.
Against
This zombie has pretty average stats for his high cost, but they are still high enough to cause trouble for a few turns. The best counters to him would be to destroy Vengeful Cyborg, either by a plant with 6
or more like Whipvine, or an instant-kill like Shamrocket or Squash. If you can't, you should stall for time either by Bouncing or
Freezing him.
You can also take advantage of his Hunt trait, moving him to your desired location so that some plants are able to deal with Vengeful Cyborg while the others attack your opponent.
