You can't get Cheesy Warp without Dr. Chester existing.

Dr. Chester is free for anyone who boots up the game though so by default everyone has the ability. Also the pack that contains the ability and the pack that contains the Dr. Chester variant are seperate (And both free), so in theory one could have the ability and not the variant.

Yes, but if Dr. Chester never existed, neither would the pack.

The promotion could've just included abilities for the Scientist and Chomper only, and no one would care.
