It is only starting Silver League that only the top 3 guys are promoted. Below that, anyone who gets 4th or 5th can still be promoted.

This really sucks, because Iron 4th gives a moderate 20 mints (still very useful) without promoting you. Now that the top 5 get promoted, you can't earn mints efficiently. This really, really, sucks.

Yes exactly. But apparently it is top 5 promotions for ALL leagues this tournament. Next week, it will return to top 3 according to an EA spokesperson on pvz reddit.
