Or instead of a levelling up system , they could reintroduce the plant upgrades from the first pvz. For example, winter melon was an upgrade of melon pult and Gatling pea was an upgrade of repeater. The upgrades cost more and you needed to plant the more powerful version on top of the lesser version. That was unique and didn’t feel overpowered.
