You can get them in two way:

first way. In a LAL or Special Delivery level (including Garg and Zomboss Battle) (only work for the hacked level)

second way. By replacing a normal plant with them as an award, for example getting chomper instead of iceburg lettuce (which is named iceburg in the codes)

The only problem is that you can only replace plants with the same number of letters, like chomper and iceburg, bowlingbulb and lightningreed. But you cannot get the Fire Peashooter because it is the only plant in the code with that number of letter :(
