Okay, I'm going to intervene here.  It's clear that MignightHawk promoted Wintermelon43 in a way that is generally felt to be unfair. And as the normal thing here is to have a vote, I agree.

Because of that, I'm going to remove all the new rights. It's possible for any of them to be replaced (two people above suggested he should be an admin), but that should be with a community vote.

I think you also need to consider whether the current bureaucrats are likely to do something like this again. Perhaps they can all publicly agree that they will only set rights after a vote.

I don't think it's a good idea to try and make someone the "bad guy" in this. Wintermelon was given the rights in a way he thought was okay, and MignightHawk may have just made a mistake in thinking a vote wasn't needed. So better not to worry about whose fault it was, and just move on.

Please can everyone (including Wintermelon) make a special effort to keep conversation about this calm and respectful. Thank you
