Snuffygetlucky's strategy is the best I've found for this level. His/her suggested plants can mostly be swapped out, but the essence of it is Blover + Infi-Nut.

Blover really is a huge help (kills everything -- Seagull Zombie, Swashbuckler, Imps), but even with Blover + Imitator, you sometimes get in trouble, especially if you can't kill Imp Zombies quickly enough, or if you don't notice a Pirate Zombie's parrot stealing a Spring Bean.

Having an Infi-Nut with Plant Food wall makes a huge difference.
