My guess is that, because Blooming Heart is a thing, MD will at least run a risk of being the last world in a cronological order, or CANON world. If they added a premium plant THAT late in the game's life, to where people would hardly be able to use it unless they just started as the game ended, it'd be a bad move on PopCap's part.
That, and we still need to see grand return of cattail and the pumpkin, we haven't had a 2 star world since the game launch, no 1 star world... And that's not even counting all the time periods they have left! So many things left untouched that they can still do, even if they wouldn't count as canon events in the main series.
