I prefer Snow Peas in a regular level, I only use Torchwoods in longer games where the crowd control is needed. Also, although I thought Torchwood was OP in PvZ2, since I learnt it has no splash, I've realized it's NOT OP.

Torchwood ONLY works with Peashooters, Snow Pea works with every plant. The chilling also slows down movement and eating. Winter Melon may be better over all, but for short levels, Snow Pea is amazing due to its cheap price. Torchwood does have one awesome plant food ability, but really, how are you supposed to get 5 plant food WITHOUT spending coins? Snow Pea can defend on its own, and costs less, Torchwood can't, and costs more. There is a clear winner here.
