Which is superior?
Winter Melon
Pea Pod

Winter Melon
Yeah, the only time Pea Pod has a hint of superiority is in lower Butte/normal Wild West levels that have a lot of minecart tracks. Otherwise, Winter Melon all the way. --

Winter Melon is MUCH more cost-effective, even if you have Torchwoods to help out the Pea Pods. four-headed Pea Pod costs as much as a Winter Melon, and although Winter Melon does half the direct damage-per-second, the slowing effect doubles its damage, meaning the direct dps is the same as the Pea Pod PLUS CROWD CONTROL.

This is an easy one. Though Pea Pod works really well with Torchwood.

PEA POD SHOULD HAVE BEEN 100 SUN PER HEAD. That way, it would have a more competitive advantage over this, not that plants compete or anything like that. Winter Melon is PERFECT in PvZ2, and MUCH better than in PvZ1. If only Melon-pults in PvZ2 remained 300 sun instead of 325...

Pea Pod
It can be pretty useful for early levels in Big Bad Butte and some others. It's fairly cheap and can be purchase and stackup multiple times, thus a powerful plant food upgrade while winter melon are rarer to appear in Big Bad Butte and way too expensive for early levels in Big Bad Butte and a few others level!
