From Plants vs. Zombies Wiki
Celestial Custodian is a galactic uncommon zombie card in Plants vs. Zombies Heroes and a member of the Hearty class. He costs 3 to play and has 3/2. He does not have any traits, and his ability instantly destroys a selected plant with 2 or less when he is played in an environment.
Origins
He is based on a janitor (also known as a custodian), a person who cleans and maintains buildings such as hospitals, schools and residential accommodation.
His name is a combination of "celestial," referring to him being a Galactic Gardens card, and "custodian," another name for a janitor.

Strategies
With
Celestian Custodian is seemingly a value bundle containing a Rolling Stone and a 3/2 zombie. These sound good in theory to save deck space for the early game, especially considering he can be used to destroy a plant before your opponent tries to boost it, and leave a small threat on board that forces them to take more damage overall. One such case where he could be theoretically useful is agains Primal Wall-Nut, who is rather tanky and Untrickable, but has no base strength. His ability can also be reused by the use of In-Crypted/Firefighter (Neptuna) and Secret Agent (The Smash).
As he is in professional tribe, he can be used to boost Zombie Middle Manager's strength if he gets hurt and be an Evolution fodder for Jurassic Fossilhead.
To make his ability useful, however, an environment card is needed. While dependence on the opponent's plays can be inconsistent, zombies have access to a wide variety of cheap environments that can be played before him. One notable example is Black Hole that's avaliable for all Hearty Heroes. The environment itself should ideally be cheaper than Celestial Custodian, so it could be set up before playing him.
- Neptuna can use Graveyard to ensure the opponent cannot see him coming and mix him up with her other potential gravestones, but this runs the risk of him being destroyed by anti-gravestone cards, and gives the opponent a chance to boost their plants. Rustbolt can employ a similar strategy by Teleporting him in, but other zombies tend to make better use of them.
- Super Brainz/Huge-Gigantacus have access to Transformation Station, with Huge-Giganticus having Ice Moon and Teleportation Station. Z-Mech, on the otherhand, has Trapper Territory and Meteor Z. These generally carry no risk in practice.
However, Celestial Custodian is far inferior to many other cards for several reasons. He effectively forces the zombie hero to play environments that they would usually conserve, which gives the plant hero a chance to remove them. And while removing a vital threat early is often enough to disrupt setup, every Hearty hero have cards that can apply pressure better by getting around the opponent, which Celestial Custodian absolutely does not contribute to. Even for Professional synergy, there are also cheaper zombies for the purpose, and as far as removal goes, Weed Spray or even the Rolling Stone he's intended to replace can often get the job done while being versatile enough to provide valuable support.
Against
This zombie may possibly ruin your strategies if he is played in an environment, one of your low strength plants will be destroyed like Admiral Navy Bean, Wall-Nut, or Torchwood. The only counter to his ability is to keep your plants high in strength. As for the zombie himself, due to its otherwise poor stats, can be ignored, especially during the late game. Just keep in mind of its professional tribe synergy, which may be used to strengthen Zombie Middle Manager or to Evolve into Jurassic Fossilhead.
