In Normal mode, the player has to beat the zombies at Level 1.
Difficulty
Being a Special Delivery level, it is actually easier than the other Special Delivery levels in Steam Age. You have Snapdragons and Icy Currants given. While they don't go well with each other, they can do a ton of damage to the zombies.
Strategies
Plant Fanillas at the leftmost columns.
Snapdragons should be planted in front of the Fanillas.
Icy Currants should be planted at rows 1 and 5.
When the Foreman Gargantuar appears, either kill him with 2 Snapdragons fed with Plant Food or stall him.
In hard mode, the player has to defeat leveled-up zombies.
Difficulty
Obviously, level 4 zombies can easily break your defense if your plants are at level 1. Upgrading them is required if you want a better chance of beating the level.
Strategies
Do what you did in normal mode, but with upgraded plants.
The small number next to the zombie icon means that zombie will always appear in that lane, with 1 being the topmost lane and 5 being the bottommost lane.
