Inspired by a couple other user tier lists. Note that all Plants are at level 1, and Plant Food effects are not being counted. This is measuring how useful I find each plant, not counting personal preference. For instance, Witch Hazel is my favorite plant, but there are several I find more useful. I was inspired by Ballistic Planet's tier list to make this.

Tiers

• S+ Tier - These plants are actually overpowered, and as such, end up far better than other plants. Extremely useful, but they can kinda feel like cheating.
• S Tier - Plants that are extremely good, but ultimately balanced. These plants are probably the ones that are best to use without having it feel like cheating.
• A Tier - Really good plants. These aren't as good as S or S+ plants, but certainly still are viable.
• B Tier - These plants are good, but there are definitely plants I'd choose before them. However, they certainly aren't awful.
• C Tier - Simply average. There's much much more you should go for before these fellas, but I can survive with them in my strategy.
• D Tier - Slightly below average. It's not the end of the world if these guys are in your strategy, but ultimately, they aren't very great.
• E Tier - These plants are kinda bad. There's much more worth using above these guys, and really, they are far from first choices.
• F Tier - Pretty dang bad. There might be at least some use for these guys, but there are far better options. Avoid them, unless they are pre-packed for you.
• F- Tier - Not bad like bad but bad like real bad. Use of these plants is extremely situational, and even then, chances are there'll be something that can outclass it.
• G Tier - Most world-restricted or otherwise gimmicky plants that I don't judge in comparison to the rest.
