Rally Zombie and his world-themed variants in Plants vs. Zombies 2 are stronger versions of Flag Zombie and his general world-themed variants. Much like Flag Zombie, he marks the arrival of a huge wave of zombies; however, he moves faster, eats faster, and has more health than his normal counterpart.

If you look carefully, you'll notice that Robo-Rally Zombie's flag is a sophisticated piece of hovertech combined with a stick.
Jurassic Rally Zombie

Jurassic Rally Zombie marks the arrival of large group of zombies.
Where did Jurassic Rally Zombie get his fancy new flag? Nobody knows. It's a mystery. The police should look into it. Or maybe we could get a fund together and hire a detective. It's a real puzzle.
Rally Zombie and his variants absorb 350 damage and change their appearance upon absorption of 175 damage when their arm falls off, before dying at 350 damage.
Strategies
This zombie can be handled the same way as the regular Flag Zombies, but they move faster, eat faster, and have more health. Save for the potential allies they may have, you shouldn't have much trouble with these zombies.
Other variations
Peasant Rally Zombie (Scrapped concept)
Peasant Rally Zombie is an unused zombie found in the files of Plants vs Zombies 2. It was originally going to be part of the unreleased Dark Ages expansion levels, as the world's respective Rally Zombie variant.
Although having previously thought to be scrapped, the sprites for this zombie were suddenly re-added to the game's files in the 10.4 update, meaning he may actually be re-implemented after going unused for several years.
Cave Rally Zombie (China only)(Scrapped concept)
Cave Rally Zombie is an unused zombie planned for Frostbite Caves Resurgence as the Rally variant for Frostbite Caves. While his design was completed, he unfortunately went unused for unknown reasons.

The increased speed he has is maybe a reference to the speed the Flag Zombie had in Plants vs. Zombies.
Prior to an update, Rally Zombie and their variants appeared on the seed selection screen.
Cowboy Rally Zombie still does, weirdly.
They are one of the rarest zombies to appear, as they mainly appear in expansion level quests, which are rare events and occasionally, in replicas of expansion levels in Penny’s Pursuit.
Specific to Egypt Rally Zombie
Unlike Flag Mummy Zombie, he is referred as Egypt Rally Zombie rather than Rally Mummy Zombie.
Though Flag Mummy Zombie is referred in his Almanac entry as Egyptian Flag Zombie.
Specific to Jolly Roger Zombie
He is the only Rally Zombie variant that doesn't have the word "rally" in his name. It was replaced by the term "Jolly Roger", which is a name for pirate flags.
This is the opposite in Penny's Pursuit, as he appears in more levels than any other Rally Zombie.
Specific to Cowboy Rally Zombie
He has higher health than other Rally Zombie variants.
Unlike Flag Cowboy Zombie, he is referred to as Cowboy Rally Zombie, with Cowboy used as the adjective rather than Rally.
Unlike Cowboy Zombie and Flag Cowboy Zombie, Cowboy Rally Zombie can be seen without his hat but with his arm.
Specific to Robo-Rally Zombie
The flag is the "hovertech" mentioned in the Almanac entry. This may allude to it being similar to a magic carpet.
He is named Robo-Rally Zombie rather than Future Rally Zombie, probably due to the fact most of the Future Zombies he leads are in futuristic robots.
Specific to Jurassic Rally Zombie
Like Cowboy Rally Zombie, he has higher health than other Rally Zombie variants.
His Almanac entry references how his flag looks like Rally Zombie's, only changing the handles (bones instead of wood), and how it's a lot more unique considering the prehistoric designs other Jurassic Marsh zombies have.
