Frost Rose is a Rareice variant of Rose. She was first teased in an image posted on Twitter during Christmas of 2015. Like all the other ice-based characters, Frost Rose sacrifices some of her damage in exchange for a freezing ability. Once an enemy is hit by Frost Rose's projectiles, they will become chilled, causing them to suffer from a slight movement speed penalty and to gain a blue, frosty visual overlay.
If Frost Rose hits a target multiple times in a quick succession, she will freeze the enemy solid, fully immobilizing them and preventing them from using any abilities. Frost Rose's primary weapon is also semi-auto compared to other the other Rose variants. She was revealed in a live PopCap stream, where it was shown that she can charge up attacks like the Future Cactus.
She is based on the Snow Queen, a character from a fairy tale with the same name.

Strategies
With
Frost Rose is very useful in Garden & Graveyards and also in Herbal Assault, because her fully charged shots deal 50 damage, deal splash damage, freeze zombies extremely quickly.
Always attack the zombies with a fully charged shot, then use time snare to slow them down and use uncharged shots, you will immobilize them quickly and kill them easily. When fighting a Super Brainz or an All-Star, use goatify to make them weak, because you won't be able to kill them using your entire ammo clip. So have teammates with you to kill them.
Frost Rose can be a sniper because her charged shots can travel very fast and she is much less reliant on homing than the other Roses. You can also use two fully charged shots to freeze an enemy and finish with a half-charged shot.
If you're reached elite level 5, equip the homing and ice upgrades because will help immensely.
Against
Frost Rose is very dangerous to fight against, especially the time snare, ice, homing, splash damage, charged shots and sniper combinations, she can freeze you very quickly and cause immense damage to you. she is better at dealing in 1v1 situations, so have teammates with you.
If you find your self in a situation where you are fighting a Frost Rose and some other plant, go for the Frost Rose first (or risk being frozen by her). Taking her out at long range is a wise decision, since its level three charge is difficult to aim without the assistance of its homing.
